Turck MMCache ebuild?

Serendipitously, I found an ebuild on bugs.gentoo.org:

However, I'm unsure as to how to actually use it. Do I create a new directory '/usr/portage/dev-php/turck-mmcache' and locate the files there? How do I get 'robbat2's latest mod_php and php ebuilds' as specified in the last comment? Finally, how do I apply 'php-ext.eclass from bug 23844'?
