Need help making a Gentoo Router

I have a Gentoo box and a Windows box. I want to connect my Windows box to the internet through my Gentoo box. I have two Ethernet cards in the Gentoo box eth0, the connection to the internet, and eth1, the connection to the Windows box. conf_eth0 is running dhcp and conf_eth1=("192.168.1.1 broadcast 192.168.1.255 netmask 255.255.255.0"). I also emerged dnsmasq and added dhcp-range=192.168.1.100,192.168.1.250,72h and interface=eth1 to my /etc/dnsmaq.conf. When I start these things I can connect on my gentoo box, but I can't get a connection on my windows box.
