a few questions about ebuilds

after reading the ebuild-guide on gentoo.org there still remain some questions. what exactly is the use of the line starting with # $Header: especially the part after the date / time (what's that for btw? ) is this the nick of the ebuild's author?

so when i initially write an ebuild on order to submit it via the bugzilla-system the first 3 lines starting with # are added automatically? im kind of unexperienced about writing/submitting ebuilds.
