I am moving off my University campus to cox.net cable modem connection and they filter and block sunrpc to prevent NFS mounts and netbios mounts I think.
In any case is it possible to change the default port on sunrpc so I can infact use my NFS mounts??

Sure. If you want to rebuild all your RPC clients to use the new port number.
