I am running gentoo x86_64 and I would like to have two virtual machines, one 32bit linux, and another 32 bit windows. I haven't done with virtualization before, but it looks as if the two big players are xen and vmware. Is it possible with either of these software packages to have the guest os be 32 bit when the host is 64? Which one of these two is recommended in a situation like this?

For virtualization (of any kind, really), it doesn't matter if the guest is 32-bit while the host is 64-bit. The reverse situation is problematic, and I'm not aware of any way to do such a thing.

To run Windows in Xen, you'll need a CPU that supports paravirtualization (egrep '(svm|vmx)' /proc/cpuinfo). To run Linux in Xen, you'll need paravirtualization support or you'll need to enable the virtualization guest support in the guest kernel.

You may also want to consider QEMU/KVM.
