I have a US English system, after one of the updates to baselayout I started getting this message when it loads keymaps during boot
here is my keymap config

Well, what's about DUMPKEYS_CHARSET="iso-8859-1". Why do you need it that way?. I'd try to comment it out, and uncomment DUMPKEYS_CHARSET="".

Its been fixed and I updated the ebuild, here is the fix in bugzilla
