I was building
kde-base/kdemultimedia-3.1.2-r1
and got this error:

Which is true. However, there is:
/usr/lib/gcc-lib/i686-pc-linux-gnu/3.2.3/libstdc++.la

Oddly, in an earlier line in the make output we see:

In file included from /usr/lib/gcc-lib/i686-pc-linux-gnu/3.2.3/include/g++-v3/backward/iostream.h:31,
from kxanim.cpp:15:
/usr/lib/gcc-lib/i686-pc-linux-gnu/3.2.3/include/g++-v3/backward/backward_warning.h:32:2: warning: #warning This file includes at least one deprecated or antiquated header.
...

So it is clear that part of the make knows the right library version.

Is this an emerge wrapping problem or a problem with the KDE Multimedia source?

Anyone know a solution?

default config for libtool say i586 so if the aktion config is missing the right incantations, libtool might have gone with the default and thus got things wrong.

I'll check further.
