I am currently at Step 9:
9.Getting the Current Portage Tree using sync

Now, you will need to run emerge sync. This command tells Portage to download the most recent copy of the Gentoo Linux Portage tree. The Portage tree contains all the scripts (called ebuilds) used to build every package under Gentoo Linux. Currently, we have ebuild scripts for close to 4000 packages. Once emerge sync completes, you will have a complete Portage tree in /usr/portage.

Long story short, I am chroot inside my gentoo system.

When I type "emerge sync" it gives me an error of:
rsync: getaddrinfo: rsync.gentoo.org 873: Temporary failure in name resolution
rsync error: error in socket IO (code 10) at clientserver.c(97)

Now, the "temporary" makes me hope it is a server problem and that it will be ok again in a bit. I just figured I'd post while waiting... just in case.

Oh and to stop the obvious, yes my network is set up properly. Your help is appreciated, and thank you in advance.

Your network is set up properly and dns works? Good, I hope you didn't miss/skip the step that says to copy the /etc/resolv.conf file to /mnt/gentoo/etc/resolv.conf (before chrooting). Without it, you would get that identical error. So, check for that, see if you have an /etc/resolv.conf and tell us what it contains ;)

I know you said skip the obvious, but I had that same problem when I "chroot"ed into my new environment once because I forgot to copy over my /etc/resolv.conf file.

Yes well, I did indeed copy resolve.conf, that isn't the problem. I wish it was.

Shame. Try using the HTTP method.

Err, sorry, perhaps I should have been a little more specific.

Try running emerge-webrsync and take a look at this post: https://forums.gentoo.org/viewtopic.php?t=66795

A good option might be to use the IP address and put it in hosts if dns isn't working for some reason.
