sorry if this is a dup, i didn't see it.

after getting the latest portage and emerge -u world:

emerge -C <the blocking apps>

it appears that now those things are provided in the new perl.

so unmerging them will have no effect if i upgrade my perl?

that's the general idea, in the documentation and emerge man pages it says that things block only if they provide the same thing. so you should be safe.

read the docs again 8)

Yes, it should be safe. You can find some clues about this in the Changlog of the perl ebuild.
