I'm starting to get fed up with the lack of ID3/UTF8-supporting media players and libraries. Is there a way to put the MP3 stream into an Ogg Container, just to get decent Unicode support?

You're converting an MP3 file into an Ogg/Vorbis file. The original poster wants to convert an MP3 file into an Ogg/MP3 file.

Try ogmmerge.

ogmmerge foo.mp3 -o foo.ogg

It's part of ogmtools.

But, I'd use Matroska Audio, myself, if there were any players that supported it (aside from movie players)

emerge mkvtoolnix;

mkvmerge foo.mp3 -o foo.mka

So months later, here's my second question: do any players other than MPlayer or FFmpeg support it? RockBox doesn't, and I'm fairly confident foobar2000 doesn't (for other computers).

Also, what can I use to edit the tags of these files?
