Resume from suspend to ram does not restart services

Hello everyone.
Recently I found my gentoo is affected by high Load_Cycle_Count problem. So I configured "-B192" in /etc/conf.d/hdparm and put "RestartServices hdparm" in /etc/hibernate/common.conf. However everytime I resume from suspend to ram the hdparm service does not restart at all. At the same time resume from suspend to disk works fine.
I the problem affects hibernate-script-1.97-r4 and hibernate-script-1.98.1. I use tuxonice-sources-2.6.24-r9, openrc-0.2.5 and baselayout-2.0.0.
Does anyone have any idears?
