I need a simple tool for converting jpg files to eps format.
Can you recommend me something?

You can use the gimp, but thats overkill. Personally I use "convert" on the command line which is part of the imagemagick package. |

Also, these tools are oriented to convert bitmap images to vector formats:
media-gfx/autotrace
media-gfx/potrace media-gfx/potracegui
