I can't get the clock to stay at the same time. I set it using the date command, then when I reboot it's wrong again.

I have /etc/conf.d/clock set to use local time, so I don't think Windows is messing up my BIOS clock.

date only sets your system time, not the hardware clock. use hwclock for that.
in /etc/conf.d/hwclock you have an option for syncing the hardware clock and the system time.
if you want really accurate time, use net-misc/ntp.

I'm not really looking for super accurate time, it's just annoying that the clock is off by 5 or 6 hours.
I'll try NTP anyway, I've had bad experiences with Windows messing up my hardware clock all the time.

I think alex meant you can directly use the hwclock
command to set the hwclock, namely with command

hwclock --systohc

ntp won't stop windows from messing with your
clock and it's like using a sledgehammer to kill a fly :)

Depending on your system config, and if you're not dual booting with another OS, you could try setting CLOCK_SYSTOHC="yes" in /etc/conf.d/clock.
