You probably copied the sets from one of the kde overlays to your /etc/portage directory, so they get redefined. Remove the copies and you should be fine.

I checked /etc/portage and there isn't any copies of the sets, to make sure I deleted the old set files and copied the newer files from the testing overlay.

You should not copy the sets. The overlay already has a sets.conf, so portage will use the sets from the overlay automatically. You should not have any files in /etc/portage/sets/ with the same name as the sets in the overlay.
