Is it Gentoo 1.4 bug?(pentium4-stage3)

when run genkelnel,display follow message:
Moving bzImage to /boot/kernel-2.4.20-gentoo-r5...
Copying System.map to /boot/System.map-2.4.20-gentoo-r5..
mv: cannot stat '/root/System.tmp':
No such file or directory!

when run "rc -update add hotplug default" display wrong message:
Dependency info is mising !please run
#/sbin/depscan.sh
to fix this .
ERROR runlevel-update does not exist;exting...

WHY!!!!!!!!
