xfce4 not reading my Xmodmap

For some reason i cannot get xfce4 to read my xmod map when x is started through xdm (startx wont work either) i use slim if that helps at all. here is /etc/X11/Xmodmap http://dpaste.com/84147, and here is my xinitrc http://dpaste.com/84148. Another viable solution would to somehow get the command xmodmap -e "keycode 77 = Num_Lock" to be run as soon as x is started also, but I don't know how to do that. any help would be greatly appreciated. i have been banging my head over getting this to work for hours.
