Do you have your DNS servers listed in /etc/resolv.conf ?

Do you remember doing this :
Code:
# cp /etc/resolv.conf /mnt/gentoo/etc/resolv.conf

before you entered the chroot environment ?

You can check from inside the chroot like this :
Code:
# cat /etc/resolv.conf

You shouldn't need to copy it again unless your DNS servers changed recently.

What do you get for results from these commands :
Code:
# ping www.gentoo.org
# ping 212.162.48.146
