Is it ever possible? I keep reading about people that can voice chat with kopete, but for the life of me cannot figure out how to do that. Kopete even has v4l2 use flag, but there's no place to set up my video or audio devices. Am I supposed to install some plugin, or enable some other use flag?

If you mean webcam, kopete 3.5 needed jasper for it to work. I don't know about kopete4.
There's also the jingle flag, but it's disabled in all ebuilds.

I do have the camera tab and can see the test picture, but no audio settings anywhere and no option to make a voice call.
