PIC30 toolchain ebuild

Hi everyone,

I've been using the GCC port for dsPIC and PIC24 from Microchip for while now. Since it's gcc you can get the source from Microchip's web site and I found some details about how to build it correctly on Matt Jervis' site. (You can also find a bash script to build it properly on Ubuntu).
The ebuild is available in my overlay is a draft and needs some improvement & testing...

TODO:
- convert dos2unix function to the portage one
- work on the gcc ebuild
