Gentoo currently has many "fix-em" tools like:
revdep-rebuild, lafilefixer, fix_libtool_files.sh, perl-cleaner, python-updater and probably some more I'm not even familiar with.

Basically, what I'm suggesting is making a system maintenance tool that, for example, scans for broken libs, and if finds a broken .la file, tries to fix it with lafilefixer.
Or, tracks that perl was updated and suggests to run perl-cleaner.
Of course, many more combinations are possible and, again, I'm covering just an idea here.

What do you think? Gentoo has a place for such tool?

It's not a bad idea, however there are so many different variables to consider if it was to be done properly that it is probably not worth the effort.
The packages you mentioned are maintained by different persons and this is actually one of Gentoo's strengths that it doesn't have all it eggs in one basket.
If a package is written well and serves it's purposes for a release it will be used frequently, but if it's not maintained it risks being booted the very next release.

My point is that modular is better than monolithic. Nice thought pattern though!
