layman userguide needs update

Hi,

the layman (or overlay) userguide needs an update. The layman make.conf is now in /var/lib/layman/make.conf, not in /usr/local/portage/...

I hope this is the right forum, since I did not find any appropriate for official documentation.

The guide needs an update on that for sure, but Portage clearly mention that the location has changed at the end of the installation.
