What is the difference between selinux profiles?

hi! what is the difference between 10-11 profiles vs 12-16?
what v2refpolicy profiles are? i didn't find any mentions on them. according to selinux handbook - only 10-11 should be use. so what are v2refpolicies profiles for?

Do not use the v2refpolicy, it's still seems to be in development and could even decrease security instead of increasing it:
