I have a new Thinkpad Core i7 laptop. Using the 'ondemand' governor, the system will throttle the CPUs between 930MHz and 2.8GHz as needed, but if I suspend the laptop and then resume it, the CPUs remain stepped all the way down to 930MHz and won't go any higher unless I reboot. Restarting cpufrequtils doesn't help.

Perhaps cpufrequtils sets the governor to "powersave" by itself after the suspend-mode has been triggered. Have you checked that possibility yet?
