VPN Suggestions

I'm looking for a suitable VPN solution for the small business that I work at. We have to connect our three locations and a dedicated link is just way too expensive. I understand that a dedicated piece of hardware would probably be the best way to go, but I'm not so sure that I can get them to purchase that either. One thing that I came up with was to run Gentoo (or one of the BSDs) on a box at each location and run a VPN server on the box at the main location and a VPN client on the other two boxes, but if I choose to do that, what software should I use? The main location has about twenty workstations and the other two have less than five each. It has to be very secure and HIPAA compliant (see http://www.hhs.gov/ocr/hipaa/ for details) as the business is a medical practice. I welcome any and all suggestions.
