Just a small suggestion.

I have to admit when running etc-update, I don't know the function of many of the files I see. In reality I look for Dutch text. I tend to commend in my language when changing a config file.

The files I didn't change, can probably best be upgraded with the new version. I don't think that when running etc-update, that is the best moment to find out what the file is about. I think when there is really a new choose, an option not to update an unchanged config file, it should be indicated elsewhere.

Suggestion: define a string, check if that one is in the old config file, adapt the options so that it would never be overwritten automatically and an extra warning, like a colour change appears when displaying the list of files.

I'd suggest switching to dispatch-conf. It can be configured to automatically merge updates to config files you haven't modified.
