Emerge and recent ebuilds

i was wonder why certain builds are not showing up if i do an emerge world... examples are Gaim and Gnome 2.4

i know more recent builds exist than i currently have, and i have searched my system, and the ebuilds on in my portage tree, so why aren't the newer versions showing up on an emerge world? or even if i do a emerge -up gaim ...

anyone have an answer to these questions (or a related thread, i tried searching, but found nothing really related)... thanks
