How can i change the downloads server?

I have a problem... i'm downloading the files with "emerge" @ 10-20k (really sux)
i know there is an Israeli mirror for Gentoo:
http://mirror.hamakor.org.il/
rsync://mirror.hamakor.org.il/gentoo-portage
How can I change to it? and is it a good idea?

You can change your Mirror Information in /etc/make.conf
Under GENTOO_MIRRORS

You can try using mirrorselect to help you find the best mirrors. (You may have to emerge it first)
