OK, this is just strange. No particular system changes, but cpufreqd now runs 100% of one core (AMD64 4-core) on launch and ignores anything short of signal 9.

Other than announcing
Code:
ERROR:  cpufreqd failed to stop

on /etc/init.d/cpufreqd stop there are no log entries, messages, or other clues that I know of for what it's up to.

Debugging suggestions gratefully accepted.

How about strace-ing cpufreqd to see if it is stuck retrying some syscall
