odd openrc behavior

I recently emerge git-sources to try out the new radeon drm & kms, though that's not the strange issue i am having. when starting openrc on latest available git sources i noticed something odd. openrc would report 0 modules auto-loaded, yet. 'all' the modules listed in /etc/conf.d/modules are loaded. anyone seeing this?
