I know there's a build problem with kdebase-5. It's due to a glitch in portage's sandbox code. It has been fixed in portage and will be released in an upcoming version. In the meantime, you'll need to build kdebase OUTSIDE of the sandbox, or install the patch available here:

http://dev.gentoo.org/~caleb/genkdmconf.c.diff
