Search Function Sucks OR Does the NOT keyword even work?

so here i am with a peculiar error in which /dev/svga does not exist.
problem one would be that I can not search for /dev/svga, because it will give me results for dev AND svga, not "/dev/svga".

I then noticed that, after searching for svga, all the results were from emerge info's that had svga as a use variable. guessing that most people also had x86 or arts or something in their USE, tried to search:
svga NOT arts
yet, looking at the posts, it searched for svga AND arts.
is this a bug or am i doing something wrong?
