For some reason I can't do dispatch-conf...
How do I fix this?
EDIT: Same goes for etc-update. The man page for dispatch-conf is still there though
What's going on?
No installation is necessary, it comes with portage so you already have this great tool installed!

Not really.
EDIT: had to run it as root. Didn't say anywhere though.
Should have given me an error instead of command not found. |

No, that was the correct message. /usr/sbin is not part of a normal (non-root) user's path. (Try 'echo $PATH' as both a normal user and as root.) |
