there is, and it's called tc - but it's very tricky, you will have to compile a new kernel with many options (QoS, etc) and then play around with the traffic control. you could start at http://lartc.org/, for simple networks (SOHO) Wondershaper is doing quite fine. The
ADSL-Bandwidth-Management-HOWTO
is also a good start. If you want to know exactly, try the Advanced Routing Howto
