Grsec usage type, server/desktop

I'm configuring a router using hardened gentoo, and have a question regarding the grsecurity usage type configuration in the kernel. What exactly does it do? I'm getting serious performance issues, and am trying to determine if this is the cause. So, while I experiment with it, can someone explain the difference between the two settings?
